In 1665 Berkeley and Carteret issued "Concessions and Agreements" which promised settlers religious freedom, liberal land grants, a milder climate and more fertile soil. They targeted people of religions that were discriminated against the most such as Puritans, Quakers, Calvinists, Catholics, Baptists and Presbyterians. The minorities of England were prominent in founding towns such as Elizabeth, Middletown, Shrewsbury, Woodbridge, Piscataway and Newark to name a few.
